The mission of the Sweetwater County Child Developmental Center is to provide a compassionate, steady and kindergarten ready environment for children, families and our community.

Strategic Plan 2026-2029

Over the next three years, SCCDC will focus on strengthening financial stability, workforce resilience and community access to ensure long-term sustainability and continued high-quality early childhood services.

This plan is designed to protect our mission in a time of funding uncertainty and workforce challenges while positioning the SCCDC as a steady and trusted leader in early childhood development throughout

Sweetwater County.

Goal 1. Ensure Long-Term Financial Sustainability

By June 30, 2029, increase diversified revenue (grants, private donations, fundraising events, and non-governmental sources) from approximately 10% of total revenue to at least 20% of the annual operating budget, while maintaining a minimum 3-month operating reserve.

Goal 2. Strengthen Workforce Stability, Culture and Retention

By June 30, 2029, reduce annual staff turnover to below 20% and increase positive staff climate survey ratings to 85% favorable responses in the areas of morale, leadership support, and job satisfaction.

Goal 3. Strengthen Community Access, Engagement and Communication

By June 30, 2029, SCCDC will ensure families and community partners have consistent access to information, education, and developmental resources by implementing a formal communications plan,

hosting at least four community engagement events annually, publishing annual impact updates, and increasing digital engagement by 40%.
